Queensland Councils Increase Convenience with CommSecure Internet Billing

<p>SYDNEY, AUSTRALIA – 25 September 2003 – Two of Queensland’s largest councils will soon provide ratepayers with the facility to view and pay bills online after signing agreements with leading Australian electronic commerce technology company CommSecure Limited (ASX:CMS).</p>
<p>Logan City Council and Townsville City Council are to implement CommSecure’s BillSecure electronic bill payment and presentment (EBPP) solution. Once in place, residents will be able to see copies of rates notices and settle them immediately through the councils’ Web sites or their regular Internet banking Web sites.</p>
<p>The Queensland councils join others that have discovered the Internet is an effective tool for increasing customer convenience and loyalty, while cutting costs associated with distributing notices and receiving payments.</p>
<p>Existing CommSecure customers in NSW include Baulkham Hills and Hornsby Shire Councils, and Ku-ring-gai Council. The solution is also being actively promoted by CommSecure’s partner, Westpac Banking Corporation.</p>
<p>The service will be introduced with the distribution of rate assessments issued on approximately 62,000 properties in Logan and 32,500 properties in Townsville in October 2003 and January 2004, respectively.</p>
<p>“We could see demand out there for Internet payments and wanted to ensure we could provide this service to our rate payers,” said Mr Harry Swift, Manager of Financial Operations at Townsville City Council.</p>
<p>Mr Swift added that the implementation has required little effort on the part of his organisation. “It has been quite painless – there hasn’t been a lot of work from the Council’s point of view,” he said.</p>
<p>According to Mr Swift, Internet payments should be particularly convenient for people that own properties in Queensland but live interstate or overseas. With online payments they will be able to access notices and settle their accounts from any Web connection.</p>
<p>Using CommSecure’s technology solution, in conjunction with banking services from Commonwealth Bank and Westpac, the councils can also preserve funds.</p>
<p>Firstly, there is less paperwork and labour involved in issuing rates assessments electronically (by Web and email); and secondly, users can substantially reduce the cost of receiving payments by encouraging people to use low-cost, electronic options like BPAY rather than cheques and credit cards that can carry hefty fees and charges.</p>
<p>Logan City Council has also enjoyed a smooth implementation process. According to Senior Rates Clerk Mr Alan Rowe, “CommSecure has been very easy to deal with. We are still working through some details but we were basically live within a month of signing up.”</p>
