The framework, developed in conjunction with industry group Communications Alliance, detail a plan to implement a fully automated cross-carrier trading interface, including fulfilment, assurance and billing.
NBN Co said it hopes the draft documents will enable NBN access seekers to begin impact assessments and design activities required to pave the way for migration to the network.
The company is now seeking comments from the industry on the proposed specifications, with the deadline for submissions being February 25.
More industry integration documents designed to set the stage for NBN services will be published soon, with timetables to be revealed in the next few months, the information paper states.
