Object sets the CMMI standard for Shandong Telco
- 16 December, 2009 14:34

Object Consulting today announces that the company’s Lead Appraiser, Warwick Adler has completed a Capability Maturity Model Integration (CMMI) appraisal that places one of Shandong provinces’ largest telecommunications companies at Level 3 of the global standard for process quality. The appraisal further strengthens Object’s position among the region’s most experienced practitioners of capability improvement.

Mr Adler is Australia’s most experienced CMMI Lead Appraiser, having completed over 40 appraisals, including 10 in as many years in China. He was contracted for this latest Chinese appraisal by the Business Software Engineering Association of China (BSEAC), the leading proponent of CMMI in China, who had being working with the company, TelChina, over preceding months to guide it towards achieving the solid processes required for CMMI Level 3.

Mr Adler commented that the telco’s investment in achieving CMMI reflects the changing expectations of China’s domestic market – in particular, the demand for improved features, reliability and performance of Chinese-developed software.

It is also in line with China’s national focus on developing as an innovation economy – which is reflected in the fact that China is the one of the world’s fastest-growing regions for CMMI appraisals. The governing body for CMMI – Carnegie Mellon’s Software Engineering Institute (SEI) noted in its 2009 Mid-Year Update that, of the 4,726 CMMI-related appraisals conducted between 2002 and 2009, nearly 20 percent - some 946 - were conducted in China. In the same period, just 37 were conducted in Australia.

Mr Adler said: “There are nearly 5 million people working in high technology industries in China: and the sector contributes more than $20 billion to China’s economy. To date, much of this has been component assembly, but China’s focus on developing an innovation economy is reflected in moves by thousands of companies to strengthen their technological capability, especially the development and testing processes that ensure quality outcomes.

“For these companies, the CMMI certificate provides assurance that they’re capable of quality outcomes – which is important for their own purposes, as well as being a requirement for doing business with the world’s most strategic IT users, including the US Department of Defence.

“Over the decade that I have been visiting China, I have seen the birth of a hunger to learn, and a sense of urgency around embracing of standards like CMMI. It’s an impressive trend – and one that should, in just a few years, see China stand alongside the established markets as a centre for technology development,” he concludes.

*Object Consulting’s advocacy of capability improvement*

Object Consulting’s leadership in IT performance management draws on the experience and calibre of professionals such as Mr Adler – Australia’s most experienced CMMI Lead Appraiser – coupled with its Process Mentor methodology. The latter includes a process asset library, governing processes for all aspects of enterprise solution development, implementation and testing.
Developed as the embodiment of Object Consulting’s successful delivery track record, Process Mentor has been provided to clients for over 16 years. Today, it is used by more than 5,000 users at nearly 50 enterprises around the world.

The product suite includes building blocks that encompass the entire systems/software development lifecycle, including industry-standard project methodologies from Agile to Project Management, through to portfolio and operational performance management.
Object Consulting continues to use Process Mentor as its guide for the delivery of all commercial projects, to assure the organisation consistently delivers projects on time and to budget. It remains a best-in-class guide to software engineering, project and portfolio management, risk management, and operational best practice standards through continuous research, development, refinement and improvement via internal and customer application.

*What is CMMI?*

Developed by Carnegie Mellon University's Software Engineering Institute, the CMMI emerged in its present form (drawing on earlier versions that had been in development since the 1980s). CMMI models – for product and service development, services establishment, management and delivery, and for product and service acquisition – are collections of best practices that form a guide for companies to improve their own processes. The Standard CMMI Appraisal Method for Process Improvement (SCAMPI) incorporates the best ideas of several process improvement appraisal methods. Further information is available at the SEI.
