Update rules for media owners: Review

A new independent communications regulator and an overhaul of media ownership rules are among the recommendations of the federal government's convergence review.
The review, looking at the policy and regulatory frameworks that apply to the converged media and communications environment in Australia, released its interim report on Thursday.
It says the Australian communications industry is in good shape, but a rethink for the sector is timely.
"Our policy and regulation is still based on the industry and service of the early 1990s," it said, noting technology had eroded the traditional divisions between free-to-air television and the internet, newspapers and websites, radio and streamlining services.
The review recommends a new regulator for communications and content, removal of content-related licences, platform-neutral regulation focused on proprietors, and diversity and competition rules for the converged market.
As well, it recommends reform of spectrum allocation and management for television and radio, rules for Australian content and updated charters for public broadcasters ABC and SBS.
The review is scheduled to publish its final report in March 2012.
