EU seeks to establish guidelines for CIOs

Questionnaires will be sent out to CIOs around Europe in the coming weeks as research funded by the European Commission seeks to set out guidelines for IT best practice.
The Innovation Value Institute (IVI) at Maynooth University in Ireland was awarded €300,000 last month to conduct the project, which aims to strengthen and professionalize the role of CIOs (chief information officers) and IT professionals in European business, public sector and academic organizations.
The European Union is expected to spend more than €600 billion on IT in 2011, but according to some reports, there will be a 13 percent shortage of people with the appropriate skills in the workforce by 2015. As part of its research, IVI will seek to establish a European training program for IT managers.
"In many organizations the IT department is still a niche player -- a provider of support services rather than a boardroom decision-maker. This is a global problem and is unsustainable for successful modern organizations," said IVI Director Martin Curley.
"We know one of the barriers to entry into ICT is the lack of an obvious career structure -- there is no common language to describe professional skills and competences, there is no basis for measuring these skills and no common framework to adequately assuring them or having them independently recognized" said Stephen McLaughlin, IVI Head of Research and Development.
IVI was set up in 2006 as a joint venture between Intel, The Boston Consulting Group and NUI Maynooth to address the problem of organizations 'shooting in the dark' with their IT investments.
